Palama Settlement, a 127 year old community -based social service agency responded to a Hawaii <br />Department of Health Alcohol Drug Abuse Division Request for Interest, HTH-440-23-OD2A-5, and <br />was selected for submission as part of the Alcohol Drug Abuse Division's application to the Center <br />for Disease Control and Prevention, Overdose to Action — States (OD2AS) grant (Funding Opportunity <br />Number CDC-RFA-CE-23-0002; CFDA 93,136 -- Injury Prevention and Control Research and State <br />and Community Rased Programs). <br />Palama Settlement, while headquartered on O'ahu, has recognized the Hawaii County Department <br />of Parks and Recreation's Pilikulaiwi and Ulu'Qh€a as cultural -informed, positive youth development <br />best practices, developing protective factors such as resiliency and a connectedness to community <br />and family. These best practices are foundational to preventing teen alcohol and other drug use. <br />Established in the Fail of 2016, with a break during the COVID pandemic in the Fall of 2020, Pilikulaiwi <br />whose name translates to'belonging to our homeland' is an'aina-based youth program of the County <br />of Hawai'l Department of Parks and Recreation (P&R). P&R staff developed this multi -day (3 days and <br />2 nights) program to introduce keiki (from 51h grade to recent high school graduates) from Hawai'i <br />Island to places through hands-on 'aina-based learning opportunities that are designed to promote <br />health and wellness through building and fortify their relationship to their Island home. During the <br />program, the students learn mo'otelo, the history and Importance of the place. They then provide and <br />perform conservation activities. These activities further enhance their understanding of the <br />relationship between self and 'aina and their kuleana to take care of their place. The incorporation of <br />Hawaiian culture further grounds the activities, both educational and recreational. Therefore, <br />although each session may incorporate different huaka'i/activities, being grounded in the Hawaiian <br />culture provides that thread through all sessions. This program Is designed to provide a safe learning <br />environment with a focus on Hawaiian values and philosophies one of which includes "Ma ka hana <br />ka'ike" (knowledge is in the work). <br />Pilikulaiwi has partnered with various agencies, organizations, and subject matter experts around <br />Hawal'l Island and has formed strong partnerships with the following; <br />• Hamakua - DLNR- Mauna Kea Forest Restoration Project, Hawai'i Legacy Forest, Hui Melama <br />I Ke Ala 'Ol€l€, Kalopa State Park, Hawal'i Legacy Tours, Hawal'i Forest & Trait, County of <br />Hawal'i Mauna Kea Recreational Area <br />• Puna - Kalapana Cultural Tours <br />• Hito - 'Aina University, Hilo Yacht Club, Pilialoha Farms, Hawai'i Botanical Gardens, <br />Kamehameha Schools Kumuola, Hui Ho'oteimaluo <br />• Ka'u- Hawai'€ Volcanoes National Park, The Nature Conservancy, 'Alala project, Keauhou <br />Bird Conservation Center, <br />• Kohala- Ulu Mau Puanul <br />• Kona- DLNR- Division of Forest and Wildlife Pu'uwa'awa'a, Queen Lili'uokelani Trust, Uluha'o <br />O Hualetal, <br />Examples of past activities include out planting of native tree species (over 1,300 koa and mamane <br />planted on the slopes of Mauna ilea; 400 native tree species planted on Kaka'lau Ranch), seed <br />collection, tel making, lo'i clearing and restoration, traditional Hawaiian dryland agriculture, <br />storytelling, hiking, plant identification, anchialine pond restoration and Invasive species removal, <br />
