Specific for elected leadership, appointed <br /> leadership. Attended the P1O training, and highly recommend bringing these programs to your <br /> county. Hawaii county doing it in May. Training can be for all council members and <br /> administrative staff Legislative update: bill to amend permit expiration date for building <br /> permits, 6 years, no micromanagement, no extensions, should be tied with interval for expecting <br /> state to move forward with building code adoptions. <br /> Looking at legislation for a clean water fee based on those not converting, based on those not <br /> converting. Funds to go into a revolving fund that would help lower income connect to a sewer. <br /> Working on draft language. Working with Speaker Saiki on re-designation on areas that are <br /> agriculture to rural, changing an aggregate of one acre to state land use to rural. Would allow <br /> ADU's to be built on their lots. <br /> ii. County of Kaua`i <br /> CM Carvalho: Passed 2906 to establish constituent staff support positions for 4 of 7 members. <br /> discussing bill 2910 relating to recovery of rescue expenses, HRS Chap 137 reimbursement act. <br /> Working on search and rescue wildlife donations fund, with the county council. Discussing <br /> charter amendment to revise board of water supply, out of 4 members, at least one should have <br /> awareness of Hawaiian culture and environmental concerns. County of Kauai waiting for two <br /> outstanding items from the conference,formal report coming and bank documents to be handed <br /> over when complete. <br /> CM Cowden: General discussion on how wildfire management is a big concern, fire <br /> management is a big deal. Committee of public safety is eager to work on this. <br /> iii. County of Maui <br /> CM Paltin: Passed the debris removal bill, cannot the toxic remains to the landfill. Two options, <br /> one is the government and the other is the alternative program then the responsible fines and <br /> penalties apply. Need t o choose a program at least one month after the last zone of re-entering <br /> is open. Mahalo to Hawaii County for loaning Darryl to run EOC. Nov 1 Kula begins <br /> assessment of removing debris. Nov 1 is full opening for tourism in West Maui. Concern over <br /> lack of infrastructure. 134 eateries existed in Lahaina.
