Near impossible to fill county <br /> positions. Need for more support. <br /> This measure has not been approved to be included in the HSAC legislative package. <br /> ii. Maui County Resolution No. 23-176 <br /> APPROVING FOR INCLUSION IN THE 2024 HAWAI`I STATE <br /> ASSOCIATION OF COUNTIES LEGISLATIVE PACKAGE A STATE <br /> BILL TO ESTABLISH PAID FAMILY LEAVE FOR STATE AND <br /> COUNTY EMPLOYEES. <br /> Jon Okudara: Any leave of absence is covered under collective bargaining. Can this be <br /> mandated or is it a negotiable item. <br /> CM Kimball: Supportive but had not considered the collective bargaining aspect. Can we <br /> support paid family leave in general if not coming from HSAC. <br /> Jon Okudara:LRB may have reported on this. <br /> CM Gabe Johnson:Federal employees have paid family leave,polling shows it is popular across <br /> the board and we need to be competitive with the private sector. <br /> CM Kimball: Fully agree, question is whether we can engage in this as the counties. <br /> iii. Honolulu City and County Resolution No. 23-231 <br /> RELATING TO THE INCLUSION OF A PROPOSAL IN THE 2024 <br /> HAWAI`I STATE ASSOCIATION OF COUNTIES LEGISLATIVE <br /> PACKAGE TO AFFIRM THE AUTHORITY OF COUNTIES TO <br /> REGULATE THE SALE OF TOBACCO PRODUCTS AND <br /> ELECTRONIC SMOKING DEVICES. <br /> Measure approved. <br /> iv.
