County of Hawai`i <br /> CM Kimball: Putting the building permits on a 6 year adoption, 6 years for building permits to <br /> be completed. hoping this resolves ambiguity on getting projects passed and completed in the <br /> time. Working with affordable managing projects within the county. hoping as affordable housing <br /> projects are developed, they will adopt this as well to help local residents with affordable <br /> housing package. <br /> HSAC package has been signed and passed, also passed a bill waving the professional engineer <br /> stamp for new installations with less than 10KW, continuing to work on a short term rental bill <br /> introduced in Jan. Sunsetting bed and breakfast program will be covered under the TAR bill. <br /> Making AD Us easier to build but not to be short term rentals. <br /> ii. County of Kaua`i <br /> CM Carvalho: Passed the real prop tax bill for tax reform. Increase of playing fees at Wailua <br /> golf course. More cost for more procurement and auditing cost. Approved HSAC legislative <br /> package. Still working on the real property bill. <br /> iii. County of Maui <br /> CM Paltin: Passed the HSAC leg package yesterday. Had the CNHA conference on Maui, the <br /> pre-first day was all about Lahaina. Passed out of committee a bill regarding taxes in the burn <br /> zone to give exemptions waving the min tax, especially for owner occupied and long term rentals <br /> which a lot of them are inaccessible. Dep of Finance looking at creating a special STR rate for <br /> folks if they give a 6 month lease to displaced residents. Many hotels do not want to renew <br /> contracts beyond the end of the month. Only hotel accepting pets is in Kahaluu. Community <br /> started fishing for housing in front of the resorts because there was no housing for 6800 people. <br /> Pushing for the governor to sign a moratorium on short term rentals, CM Fenrandez-Rawlins <br /> introduced a bill on short term rentals. Update on those who died and those still unidentified. <br /> Working on hazardous waste landfill, asking for $5M in permitting, planning and design. Kula <br /> began debris removal, taking them to central Maui landfill. Update on programs and resources <br /> available. Not sure what resources are available beyond February for the displaced individuals. <br /> Further discussion on landfill options and concern over the chemical composition of the ash. <br /> iv. City and County of Honolulu <br /> CM Waters:Passed the HSAC legislative report. <br /> All reports approved and received. <br /> c. NACo Report <br /> CM Waters:NACo fall meeting in Ramsey County, Minnesota. <br />
