REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: April 30, 2024 Re: Comm. No. 819/Res. No. 487-24 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 1:00 P.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 487-24, reports as follows: <br /> Resolution No. 487-24, transmitted by Committee Member Ashley L. Kierkiewicz, via Communication <br /> No. 819 dated April 12, 2024, authorizes the Planning Department to award funds to the Pahoa Lava <br /> Zone Museum through the Geothermal Relocation and Community Benefits Program. <br /> This resolution provides $65,000 in grant funds to purchase, install, and maintain 25 surveillance <br /> systems throughout Pahoa Village. <br /> Committee Member Ashley L. Kierkiewicz provided background on this measure. Ms. Kierkiewicz <br /> thanked Mr. Amedeo Markoff of the Pahoa Lava Zone Museum for being present and available in the <br /> Council Chambers to answer any committee questions. <br /> Committee Member Holeka Goro Inaba asked who would be managing the day-to-day operations. <br /> Ms. Kierkiewicz replied that the fiscal sponsors, Pahoa Lava Zone Museum, will be the principal <br /> monitors. Mr. Inaba then asked if they planned to coordinate with the Prosecutor's Office to ensure that <br /> the County, the system, and the fiscal sponsors were legally protected if the footage needed to be <br /> released to anyone. Ms. Kierkiewicz confirmed. <br /> Committee Chair Matt Kaneali`i-Kleinfelder questioned Mr. Markoff about the operational status of the <br /> camera system funded by him and Ms. Kierkiewicz and its impact on crime in the area. Mr. Markoff <br /> confirmed the system's functionality and its contribution to a decrease in crime,particularly in the areas <br /> where the cameras were strategically placed. <br /> FC Report No. 156 <br />
