.-JrtY,oF H, ••••, <br /> COUNTY OF HAWAI`I f.i44‘.\-.e.:*.i STATE OF HAWAI`I <br /> RESOLUTION NO. 48'7 24 <br /> A RESOLUTION AUTHORIZING THE PLANNING DEPARTMENT TO AWARD <br /> FUNDS TO THE PAHOA LAVA ZONE MUSEUM THROUGH THE GEOTHERMAL <br /> RELOCATION AND COMMUNITY BENEFITS PROGRAM. <br /> WHEREAS, chapter 2, article 25, section 2-139(a)(3)(A) of the Hawai`i County Code <br /> 1983 (2016 Edition, as amended), hereinafter"the Code", states "[g]rant awards in excess of <br /> $25,000 to nonprofit organizations shall specifically identify the organization receiving the grant <br /> funds and the purpose for which the grant funds shall be used in an ordinance or resolution"; and <br /> WHEREAS, chapter 2, article 25, section 2-136(5) of the Code defines "nonprofit <br /> organization" as "an organization organized for other than profit-making purposes and which has <br /> a current 501(c)(3)tax-exemption from the Internal Revenue Code"; and <br /> WHEREAS, Pahoa Lava Zone Museum is a nonprofit organization as defined above; <br /> and <br /> WHEREAS, the Planning Department wishes to provide $65,000 to the Pahoa Lava <br /> Zone Museum for the purpose of purchasing and installing surveillance systems in Pahoa <br /> Village; and <br /> WHEREAS, this grant will be used to purchase, install, and maintain twenty-five (25) <br /> surveillance systems throughout Pahoa Village, which will consist of eight cameras each, and <br /> further be used to train on-site representatives to effectively host, manage, and operate these <br /> systems; and <br /> WHEREAS,passive surveillance infrastructure is a demonstrated deterrent to criminal <br /> activity; and <br /> WHEREAS, these surveillance systems will provide comprehensive coverage for <br /> surrounding businesses, sidewalks, and other public places; and <br /> WHEREAS,the Pahoa Public Safety Partnership convened stakeholders from the public <br /> and private sectors in the first annual Crime Prevention Summit on August 10th, 2023, to <br /> develop strategies for a safer Pahoa, with a focus on trespassing enforcement, built environment <br /> improvements, youth engagement, and mental health support; and <br /> WHEREAS, a key outcome of the summit was the collective recognition of the need to <br /> bolster security measures in Pahoa Village; and <br /> WHEREAS, the surveillance data from these systems will be made available to the <br /> County, including the Police Department, Office of the Prosecuting Attorney, Hawai`i Fire <br /> Department, Mass Transit Agency, Department of Parks and Recreation, and the Department of <br />
