REPORT OF THE <br /> LEGISLATIVE APPROVALS AND ACQUISITIONS COMMITTEE <br /> DATE: June 18, 2024 Re: Comm.No. 885/Bill No. 166 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 11:00 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Legislative Approvals and Acquisitions,to which was referred Bill No. 166, reports <br /> as follows: <br /> Bill No. 166, transmitted by Mayor Mitchell D. Roth, via Communication No. 885, dated <br /> March 7, 2024, amends Section 25-8-3 (North Kona District Zone Map), Article 8, Chapter 25 <br /> (Zoning) of the Hawai`i County Code 1983 (2016 Edition, As Amended), by changing the district <br /> classification from Agricultural—20 acres (A-20a) to Family Agricultural—5 acres (FA-5a) at North <br /> Kona, Hawai`i, covered by Tax Map Key: 7-3-024:003 (Applicant: Ryan Leese) (Area: 21.942 acres) <br /> The Leeward Planning Commission forwards its favorable recommendation for this change of zone <br /> request, which would allow the applicant to subdivide the property into four lots. The property is <br /> located on the southwest corner of the Kaloko Drive/Hao Street intersection in the Kaloko Mauka <br /> Subdivision. <br /> Legislative Approvals and Acquisitions Committee Meeting of June 4, 2024 <br /> Planning Director Zendo Kern, Planning Consultant Daryn Arai representing the applicant Ryan Leese, <br /> and owner Seth Roosevelt, were in attendance. An overview was given by Mr. Arai, and after <br /> comments and discussion, this matter was postponed to June 18, 2024, for Mr. Arai, the applicant, and <br /> owners to discuss language for an amendment due to a complexity of issues raised regarding the forest <br /> management plan and recordings against the property. <br /> Legislative Approvals and Acquisitions Committee Meeting of June 18, 2024 <br /> Deputy Planning Director Jeff Darrow, Planning Consultant Daryn Arai representing the applicant <br /> Ryan Leese, and landowner Seth Roosevelt were in attendance. <br /> Bill 166 was amended with the contents of Communication No. 885.1, which was introduced by <br /> Mr. Inaba and was approved with eight"ayes," with Committee Member Rebecca Villegas voting no. <br /> Chair Inaba and several other Committee Members made inquiries and commented on this measure. <br /> LAAC Report No. 63 <br />
