REQUEST: <br /> To authorize the Mayor to enter into an intergovermental agreement with the Department of the Army for a <br /> cost sharing agreement for a U.S. Army Corps of Engineers aquatic ecosystem restoration study at Kahalu'u <br /> Bay. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> Section 206 of the Water Resources Development Act of 1996, authorizes the U.S. Army Corps of Engineers <br /> (USACE) to intitiate investigations and implement projects for aquatic ecosystem restoration with the <br /> objective of restoring degraded ecosystem structure, function and dynamic processes to a less degraded, <br /> more natural condition with consideration of the ecosystem's natural integrity, productivity, stability, and <br /> biological diversity. Section 105(a)of the Water Resources Development Act of 1986 specifies cost-sharing <br /> requirements.
