REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: August 6, 2024 Re: Comm. No. 943/Res. No. 562-24 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 1:00 P.M. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 562-24, reports as follows: <br />Resolution No. 562-24, transmitted by Finance Director Diane Nakagawa, via Communication <br />No. 943, dated July 9, 2024, authorizes the Mayor to enter into a multi -year agreement with SP County <br />of Hawaii, LLC, to replace Hawaii County shared -use electric vehicles. <br />This resolution authorizes the Mayor to enter into a ten-year lease agreement with an approximate <br />monthly cost of $8,357, to replace the County's disposed shared -use electric vehicle fleet with eight new <br />electric vehicles. <br />Finance Committee Meeting of July 23, 2024 <br />Committee Chair Matt Kaneali`i-Kleinfelder explained that the Department of Research and <br />Development requested this measure be postponed to the next Finance Committee meeting due to some <br />required amendments to the resolution. This measure was postponed to August 6, 2024, with nine <br />members voting "aye." <br />Finance Committee Meeting of August 6, 2024 <br />Research and Development Director Douglass Adams, Economic Development Specialist Riley Saito, <br />and members of Sustainability Partners, Benson Medina and Noel Morin, were available in the Hilo <br />Chambers to answer any questions. <br />Mr. Adams provided a brief overview. Mr. Saito and Mr. Morin presented a PowerPoint presentation <br />via Communication 943.2, dated August 5, 2024. <br />Committee Member Cindy Evans requested to hear from Managing Director Deanna Sako, who was <br />unavailable at the time. Ms. Evans stated that she was curious about how this program would work for <br />the County and renewed her request for Ms. Sako, with hopes to hear her opinion at the next meeting. <br />Res. 562-24 was amended with the contents of Communication No. 943.1, transmitted by Finance <br />Director Diane Nakagawa, dated July 1, 2024, which was introduced by Committee Member <br />Heather Kimball, and approved with seven "ayes," with Committee Members Holeka Goro Inaba and <br />Matt Kaneali`i-Kleinfelder absent. <br />FC Report No. 180 <br />
