Arakaki, Chairman <br /> and Members of the County Council <br /> County of Hawaii <br /> 25 Aupuni Street <br /> Hilo, HI 96720 <br /> Dear Chairman Arakaki and Members: <br /> Stale Land Use Boundary Amendment Application (SLU 96-11) <br /> Request: Agricultural to Urban <br /> Change of Zone Application (REZ 96-26) <br /> Request: Agricultural (A-Sa) to RS-10 <br /> Applicant: Kona Scenic Land, Inc. <br /> Tax Mao Key: 7-3-10:37 <br /> The Planning Commission, after a duly held public hearing on February 6, 1997, voted to <br /> recommend for your approval the proposed legislative bills to change the State Land Use <br /> District from Agricultural to Urban and a Change of Zone from Agricultural (A-Sa) to Single <br /> Family Residential (RS-10) for approximately 10.283 acres of land. The property is located <br /> on the makai side of Mamalahoa Highway between Kona Coastview (Nana Street) and Kona <br /> Palisades (Holoholo Street) Subdivisions, at Kaloko 4th, North Kona, Hawaii. <br /> The Commission concurs with the following findings as recommended by the Planning <br /> Director. <br /> State Land Use Boundary Amendment <br /> The approval of the reclassification from the State Land Use Agricultural to the <br /> Urban District will not be violative of Section 205-2, Chapter 205, Hawaii Revised <br /> Statutes, nor will it be inconsistent with the Land Use Commission Rules, the County <br /> General Plan and the Hawaii State Plan. According to the Land Use Commission <br /> Rules, one of the standards for considering an area for urban reclassification states that <br /> "In determining urban growth for the next ten years, or in amending the boundary, <br /> land contiguous with existing urban areas shall be given more consideration than <br /> non-contiguous land, and particularly when indicated for future urban use on state or <br /> county general plans." The subject property does conform to this standard as it is <br /> situated adjacent to existing urban designated lands. These lands include the Kona <br /> Palisades Subdivision and Kona Coastview Subdivision. <br /> <br />
