Yamashiro per Communication No. 161, dated February 13, 1997, regarding the State Land <br /> Use Boundary Amendment by Kona Scenic Land, Inc. at Kalaoa 4th, North Kona, Hawaii, <br /> TMK: 7-3-] 0:37, reports as lollows: <br /> Bill No. 47 amends the State Land Use Boundaries Map, H-2 and H-7 for the County of Hawaii, <br /> by changing the district classification for approximately 10.283 acres of land from the <br /> <br /> Agricultural to the Urban District. <br /> The subject property is located on the makai side of Mamalahoa highway between Kona <br /> Coastview (Nana Street) and Kona Palisades (Holoholo Street) subdivisions where the applicant <br /> proposes to develop a thirty four (34)-lot residential subdivision with minimum 10,000 square <br /> <br /> foot lots. <br /> Concurrently, the applicant is also requesting a change of zone for the subject property from an <br /> A-Sa designation to a RS-10 designation. <br /> The subject property, an irregular shaped lot, does not have any structures nor any agricultural <br /> activities. The property was used as a cattle pasture about 15 years ago, or longer. <br /> Access to the subject property is from Holoholo Street which connects to Ka'iminani Drive <br /> within the Kona Palisades Estates and/or Nana Street which connects to Ahikawa Street within <br /> the Kona Coast View subdivision. Holoholo Street has a 50-foot wide right-of--way with 20-foot <br /> wide pavement and Ka'iminani Drive which serves as the primary mauka-makai connector road <br /> has a 60-foot wide right-of-way with 24-foot wide pavement. <br /> Soils within the subject property have been classified as "E" or Very Poor for agricultural <br /> productivity by the Land Study Bureau's Detail Land Classification System and the soils within <br /> the subject property are unclassified by the Agricultural Lands of Importance to the State of <br /> Hawaii (ALISH) system. <br /> Water is provided to the subtect property by a 8-inch county water line along Holoholo Street. <br /> Water availability is limited to a total of twenty five units. The additional 9 units may become <br /> available in the future through on going system improvements program that consist of source <br /> development and reservoir storage and transmission waterline improvements. <br /> PC REPORT NO.: 3 4 <br /> <br />
