Holoholo Street has a 50-foot <br /> wide right-of-way and a 20-24 foot wide pavement. Ka'iminani Drive has aright-of- <br /> way width of sixty (60) feet with a 24-foot wide pavement. The unimproved section of <br /> Holoholo Street would be improved and extended to the subject property's northern <br /> boundary by the applicant. The connection from the dedicated portion of Holoholo <br /> Street to Ka'iminani Drive will be open to public traffic. Electrical service is available <br /> to the property from Hawaii Electric Light Co. Inc., and telephone service is available <br /> from GTE Hawaiian Tel. <br /> The wastewater from the proposed project will be disposed of by the prevailing <br /> requirements of the State Department of Health's rules and regulations to be installed <br /> by the respective homeowners. Additionally, the applicant will abide by all applicable <br /> Stale and County air quality and noise level control standards during the <br /> pre-construction and construction phases of the project. <br /> The applicant intends to provide these single family residential lots meeting all <br /> agency requirements relative to the proposed subdivision. The applicant intends to <br /> develop a single family residential subdivision and extend a section of Holoholo Street <br /> to the subject property's northern boundary to be dedicated to the County. The <br /> connection from the dedicated portion of Holoholo Street to Ka'iminani Street will be <br /> open to the public traffic. All other essential utilities and services can or will be made <br /> available to the subject development. Conditions of approval are being included to <br /> ensure the provision of all essential utilities. <br /> The proposed rezoning action for the purposes of creating single family <br /> residential lots would be consistent with the General Plan's Housing goals of providing <br /> a variety of housing choices, as well as attaining a diversity of socio-economic housing <br /> mix within this area of North Kona. Furthermore, the proposed rezoning action will <br /> complement the existing and future residential land use make-up of the surrounding <br /> properties, thus, providing for an orderly residential development of the area. <br /> The development of the property will add to the inventory of existing <br /> residential zoned lands in the West Hawaii region. The proposed development is <br /> located within close proximity to all necessary urban services and facilities, and will <br /> serve to complete the urban core for that area of Kailua-Kona. The applicant will also <br /> complete its proposed project in compliance with all of the codes and standards <br /> referenced above. Therefore, the proposed rezoning and development will complement <br /> the land usage within the community and neighborhood it is proposed to be located in. <br /> The proposed project abides by the above-stated County policy encouraging "the <br /> clustering of developments in order to reduce the cost of providing utilities." The <br /> wastewater from the project will be disposed of by the prevailing requirements of the <br /> State Department of Health's rules and regulations to be installed by the respective <br /> homeowners. Therefore, proposed single family residential development will be <br /> developed in an area that is or can be adequately served by water, utilities, sewers and <br /> transportation systems. <br /> The above public improvements by the applicant would complement the <br /> proposed single family residential development to fit into [he locale with minimal <br /> <br />
