Brown <br />Deputy Director <br />Hawaii County Council <br />25 Aupuni Street <br />Hilo, Hawaii 96720 ? <br />Re: A Resolution to Amend Resolution No. 464-24 to Add the Emergency Solutions Grant' <br />g Y N <br />(ESG) Program to the 2024 County of Hawaii Action Plan and to Modify the Authorization to <br />Execute Agreements <br />Resolution No. 464-24, adopted by Council on April 17, 2024, adopted and approved the 2024 <br />County of Hawaii Annual Action Plan and authorized the Mayor of the County of Hawaii or, <br />in his absence, the Acting Mayor or authorized representative to execute and submit the 2024 <br />County of Hawaii Action Plan and all related documents to the United States Department of <br />Housing and Urban Development (HUD) for the Community Development Block Grant <br />(CDBG), HOME Investment Partnerships (HOME), and Housing Trust Fund (HTF) Programs. <br />Since then, HUD has authorized the addition of the Emergency Solutions Grant (ESG) <br />Program. The Office of Housing and Community Development (OHCD) wishes to include the <br />ESG Program to the 2024 County of Hawaii Action Plan to accept program funding. OHCD <br />also wishes to amend the authorization to execute the agreement to be limited to only the <br />Mayor of the County of Hawaii. <br />Enclosed is a resolution to amend Resolution No. 464-24 to incorporate the modifications as <br />described above. <br />The OHCD respectfully requests that a breach be authorized to submit this resolution after the <br />September 13, 2024 submission deadline, and to waive it from the Finance Committee in order <br />to be placed on the October 2, 2024 Council agenda to expedite the receipt of funds.
