COUNTY OF HAWAI`I <br />STATE OF HAWAI`I <br />RESOLUTION NO. 658 24 <br />A RESOLUTION TO AMEND RESOLUTION NO. 464-24 TO ADD <br />THE EMERGENCY SOLUTIONS GRANT PROGRAM TO THE 2024 <br />COUNTY OF HAWAI`I ANNUAL ACTION PLAN TO BE SUBMITTED <br />TO THE UNITED STATES DEPARTMENT OF HOUSING AND <br />URBAN DEVELOPMENT AND TO MODIFY THE AUTHORIZATION <br />TO EXECUTE AGREEMENTS. <br />WHEREAS, Resolution No. 464-24, adopted on April 17, 2024, in <br />accordance with Section 46-7, Hawaii Revised Statutes, authorized the Mayor of <br />the County of Hawaii to execute, on behalf of the County, an agreement and <br />related documents with the United States Department of Housing and Urban <br />Development and the State of Hawaii, Hawaii Housing Finance and Development <br />Corporation for the 2024 Community Development Block Grant (CDBG), HOME <br />Investment Partnerships (HOME) and Housing Trust Fund (HTF) Programs; and <br />WHEREAS, after the adoption of Resolution No. 464-24, funds from the <br />Emergency Solutions Grants (ESG) Program were offered directly to the County of <br />Hawaii, and the Office of Housing and Community Development (OHCD) is <br />requesting that the ESG Program be included in the 2024 County of Hawaii Action <br />Plan; and <br />WHEREAS, the ESG Program provides funding for street outreach, <br />emergency shelters, homelessness prevention, rapid re -housing assistance, and <br />data collection through the Homeless Management Information System in the <br />County of Hawaii; and <br />WHEREAS, Resolution No. 464-24 also authorized the Mayor of the <br />County of Hawaii or, in his absence, the Acting Mayor or authorized <br />representative to execute and submit the 2024 County of Hawaii Action Plan and <br />all other related documents, and that the Mayor or his authorized representative is <br />designated to act as the representative of the County; and <br />WHEREAS, the OHCD is requesting that authorization to execute <br />agreements be granted exclusively to the Mayor of the County of Hawaii, as the <br />certifying official; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`l that <br />in accordance with Section 46-7, Hawaii Revised Statutes, that the Mayor of the <br />
