BACKGROUND AND JUSTIFICATIOWUSE ADDITIONAL SHEETS AS NEEDED): <br />Hilo VVVVTPVVaS built in 1980 and after 3O years of operation, the f8Ci|ib/ is n8@hDg the end of its Useful life, <br />Upgrades accomplish restoration HVVVVTP'e 5.0 K8G[} capacity and enable the facility to provide treatment <br />for additional wastewater from cesspool closures. The projectpropoaaotoPep|aoe deteriorated equipment <br />and facilities. Improvements include replacement of influent screens, odor control equipment, and the <br />oecdoOereceiving station. Additionally, renovation of the primary clarifiers, upgrades/replacement of <br />secondary treatment pnooesa, replacing solids treatment process, and sludge deVvate[iMg facility. The facility <br />will receive electrical and instrumentation/control upgrades. <br />The Hilo VVVVTPUpgrades invitation tobid started onMay 1m.2O24. The bid was later opened on <br />September 13.2O24. Bid proposal prices are higher than anticipated due to unforeseen construction <br />industry volatility, <br />This request is to appropriate additional funds from the County GO Bonds to allow us to renovate the Hilo <br />WWTP and ensure the impacts of our community are mitigated and shoreline resources are preserved. <br />A Project Data/Financial Impact Statement ioattached. <br />SIGNED` <br />.
