BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The request ieto expand services to the public and allow for adequate time for this position to properly and <br />safely manage the Hilo Trap & Skeet Range facility. Currently, the Recreation Technician position is not <br />required to hold any certifications. Reallocating this position to a Recreation Specialist I will decrease the <br />Cnunty's liability by employing a qualified individual who will be required to hold an NRABeaiC Range Safety <br />Officer course completion and NRA Basic Shotgun Shooting course completion. The employee will be <br />required to be 21 years orolder, due tothe requirements of the NRA Basic Range Safety Officer course. <br />With these changes the County will be able to provide a safely managed firearm range facility with an <br />employee who has adequate knowledge inthis specialty field. <br />SIGNED: DATE: <br />
