October 17, 2024, HSAC Executive Committee Meeting Minutes Page 1 7 a�ssa*E�a� <br />OpC UNS�ES <br />Proposals: <br />1) CM Kimball: The 1st one is the repeal of the preemption with respect to the tobacco products <br />we did this last year, and ended up actually joining on another bill rather than our own bill. <br />Measure approved for inclusion in the HSAC legislative package. <br />2) CM Kimball: The second one is a State land use boundary amendment for contiguous smaller <br />parcels. We are particularly interested in it in Hawaii County, because there are a lot of parcels <br />that are state land use. Ag, that really would be better off as rural and having them as rural, <br />would allow them to build accessory dwelling units for kids and parents and things like that. <br />CM Paltin: What we're seeing in our rural areas is these gentlemen, farmers, luxury estates <br />trying to prevent real agriculture from happening. So on Maui we're not super supportive of <br />turning ag land into rural and the increased density, because we don't have the infrastructure or <br />the land for that kind of thing in rural areas. <br />Measure NOT approved for inclusion in the HSAC legislative package. <br />3) CM Kimball: Okay, so the next one is denitrification required for wastewater systems. This <br />would be for areas that do not have sewer, and they are going to do individual wastewater <br />systems. If they're doing a septic they would be required in certain areas to also include <br />denitrification, which is the main nutrient that is damaging to our reefs. <br />Measure approved for inclusion in the HSAC legislative package. <br />4) Jenn Kagiwada: This next one is really about allowing the birth practitioners to practice <br />legally while they're continuing to investigate ways for more licensure. But it's really also, <br />primarily a lot about rural communities that don't have access to the health care they need very <br />easily. <br />Measure NOT approved for inclusion in the HSAC legislative package. <br />S) CM Kimball. -It's advancing the timeline for cesspool conversion for the priority one areas, and <br />then also creating a funding mechanism and additional positions with respect to that in the DOH. <br />Measure approved for inclusion in the HSAC legislative package. <br />6)CM Kimball: The next item is the introduction of the extension of the GET surcharge. We find this <br />surcharge super invaluable with respect to our mass transit and want to keep it going. <br />CM Paltin: Maui was the last to adopt it, and they restricted us on what it can be used for. I think it <br />was just sewer and water infrastructure. If we re -up, it would be nice if it were open to be used <br />equally across all the counties, for all the things. <br />
