These transfers, beyond the amount required for administration and sewerage of <br /> County facilities, are identified in our proposed FY97-98 budget backup as OM&R Subsidy. According <br /> to the grant conditions for the Hilo Wastewater Treatment Plant,the County is required to conduct a user <br /> charge system study and implement its findings. Although the study was performed in 1991,the <br /> recommendations have never been implemented and the OM&R subsidy has continued to grow. The <br /> sewer rates we are proposing in the attached draft ordinance conform with the general recommendations <br /> of the report.
