No. 166 <br /> <br /> PLACE: Councilroom <br /> <br /> TIME: 10:35 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 49, reports as follows: <br /> Bill No. 49, transmitted by Chief Engineer Donna Fay K. Kiyosaki via Communication No. 166 <br /> dated February 19, 1997, amends Chapter 21 of the Hawaii County Code 1983 (1995 Edition), <br /> relating to sewers. <br /> Bill No. 49 proposes revised sewer rates for the County by repealing, in its entirety, Chapter 21, <br /> Article 4, Section 21-36.1 of the Hawaii County Code, and adding a new Section 21-36.1, <br /> Wastewater service charge rates. The proposed rates will be effective July 1, 1997. <br /> Over the past few years, there have been substantial transfers from the General Fund to meet the <br /> budget requirements for operation, maintenance, and replacement (OM&R) of the Hawaii <br /> County wastewater facilities. These transfers, beyond the amount required for administration <br /> and sewerage of County facilities, are identified in the proposed FY97-98 budget backup as <br /> OM&R subsidy. According to the grant conditions for the Hilo Wastewater Treatment Plant, the <br /> County is required to conduct a user charge system study and implement its findings. Although <br /> the study was performed in 1991, the recommendations have never been implemented and the <br /> OM&R subsidy has continued to grow. The proposed sewer rates in Bill No. 49 conform with <br /> the general recommendations of the report. <br /> A majority of Your Committee members voted to pass Bill No. 49, with one opposing vote from <br /> Committee Member J.
