Baldwin, P.E. <br /> Subject: Hualalai Court Housing Project-Comment Letter <br /> This memorandum responds to requests for information from the November 1, <br /> 2024, letter to Susan K. Kunz, Housing Administrator, County of Hawaii, Office <br /> of Housing and Community Development. The requests for information were <br /> about roadway jurisdiction, observations on existing traffic <br /> conditions/bike/transit/pedestrian facilities, and the project's potential impacts <br /> on state roadways. The responses below are keyed to the original letter <br /> numbering system. <br /> 2.a. Jurisdiction of roadways in the vicinity: the study area roadways fall <br /> under Hawaii County jurisdiction. The closest State Highways are Rt 19, <br /> which lies about 2,300 feet east as the crow flies from the project site; <br /> and Rt 2000, which lies about 2,800 feet south of the project site as the <br /> crow flies. <br /> 2.b. Access to the site is proposed via one southwesterly extension of <br /> Hualalai Street. <br /> 2.c. Observations of traffic conditions in the vicinity of the site: The TIA <br /> analyzed intersection operations at five nearby intersections. All are <br /> projected to operate at LOS C or better(Table 5. Forecast 2026 Peak <br /> Hour Level of Service). Table 6 of that report shows the project's <br /> percentage of intersection volumes in 2041 . These are all below 6%. <br /> Concerning bicycle and pedestrian facilities, please see Figure E which <br /> illustrates current bicycle and pedestrian facilities in the study area. <br /> The 2021 TIA listed transit services in the general area (routes, <br /> headways, etc.). There have been some changes to services in the past <br /> three years. Most routes in the area now operate as Hele-On, meaning <br /> riders can hail a bus for pick up or drop off in safe locations. The closest • <br /> routes (10, 11, 101, 103, and 104) could potentially be hailed at the <br /> intersection of Kilauea Avenue/Mohouli Street, approximately 1,200 feet <br /> away from the site. Not all routes run all days of the week. There is no <br /> regular transit service directly adjacent to the site. <br /> 2.d. A total of 104 affordable multifamily units are proposed. <br />
