REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: January 7, 2025 Re: Comm. No. 45 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:01 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 45, reports as follows: <br />Communication No. 45, transmitted by Mayor C. Kimo Alameda, dated December 9, 2024, <br />requests the Council's review and confirmation of Corey K. Stone as Director of Information <br />Technology. <br />Mayor Alameda was present in the Hilo Chambers to introduce Mr. Stone, who was also present <br />in the Hilo Chambers, to the Committee. <br />Committee Members asked various questions including priorities for the department and for <br />more information around cybersecurity protocols. Mr. Stone stated that his top three priorities <br />were to connect and provide public Wi-Fi access at gyms and parks, make the network better <br />prepared for anything that may be coming our way, and make sure departments that need <br />assistance from his department receive it. Regarding security measures, Mr. Stone mentioned <br />that getting all departments on the County fiber network will protect us better from outside <br />hacking. <br />Mr. Stone also mentioned that his goals include improving the County website and reaching out <br />to the community to see what else can be done to improve public access. He also wants to figure <br />out a way to offer technology skills training to County staff and eventually to the public. <br />Committee Member Ashley Kierkiewicz mentioned an app that was created by the prior <br />Administration and wanted to highlight that and encourage its use in the future by the new <br />Administration. <br />Committee Member Matt Kdneali`i-Kleinfelder asked if there was a deputy director for this <br />department. Mr. Stone responded that there is no deputy director, but that he was hoping that <br />might change in the future. <br />Committee Chair Jenn Kagiwada asked for Mr. Stone to expand upon his managerial experience, <br />as the County Charter requires at least three years of administrative and managerial capacity in a <br />technology environment comparable to that of the County's system. <br />GOEAC Report No. I <br />
