REQUEST: <br />A Resolution authorizing the Mayor to enter into an intergovernmental agreement with the Federal Bureau of <br />Investigation ("FBI"). <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) <br />Hawaii Revised Statutes, Section 46.7, requires Council approval to enter into agreements with federal or <br />state governments respecting action to be taken pursuant to any of the.powers granted by law to furnish, <br />expend, and receive any funds or other assistance in connection with projects being or to be undertaken <br />pursuant to those powers. The Hawaii Police Department (HPD) partners with the FBI on the Hawaii High <br />Intensity Drug Trafficking Area ("HI-HIDTK') to identify and target for prosecution criminal enterprise groups <br />responsible for drug trafficking and money laundering.
