REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: March 18, 2025 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 11:29 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 169/Res. No. 96-25 <br />Your Committee on Finance, to which was referred Resolution No. 96-25, reports as follows: <br />Resolution No. 96-25, transmitted by Finance Director Diane Nakagawa via Communication <br />No. 169, dated February 28, 2025, authorizes the payment of funds of a later fiscal year and of more <br />than one fiscal year for multi -year leases for nine mid -size 4X4 trucks for the Department of Parks <br />and Recreation. <br />This resolution authorizes the Mayor to enter into five-year lease agreements with an approximate <br />total monthly cost of $10,000, to transport staff between base yards and park facilities to perform <br />maintenance and cleaning duties. <br />Business Manager Charmaine Felipe and Finance Director Diane Nakagawa were present. Ms. Felipe <br />provided some background on this matter. <br />Committee Member Dennis "Fresh" Onishi mentioned that he met with the Parks and Recreation <br />Director to discuss upgrading the equipment at the Hilo Municipal Golf Course and inquired whether <br />Ms. Nakagawa was aware of these necessary replacements. Ms. Nakagawa confirmed that she had <br />spoken to the Director, but they had not yet completed their research or evaluated the most beneficial <br />options. Mr. Onishi asked if the vehicles being replaced would be auctioned off to the public. <br />Ms. Nakagawa confirmed that they would be. <br />Committee Member Holeka Goro Inaba raised concerns regarding the vehicle financing figures <br />indicated, that they seemed incorrect. Ms. Nakagawa clarified that the amount stated in the resolution is <br />merely an estimate.
