REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: May 20, 2025 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 9:00 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 291Bill No. 54 <br />Your Committee on Finance, to which was referred Bill No. 54, reports as follows: <br />Bill No. 54, transmitted by Finance Director Diance Nakagawa via Communication No. 291, dated <br />May 2, 2025, amends Ordinance No. 24-33, as amended, Relating to Public Improvements and <br />Financing thereof for the fiscal year July 1, 2024 to June 30, 2025. <br />This bill appropriates excess fuel tax revenues collected from fiscal years 2022-2023 and 2023-2024 to <br />the following projects totaling $1,493,554.75: Roadway Projects ($448,066.43), Bridge <br />Inspection/Repair ($298,710.95), and Local Road Projects ($746,777.37). Funds for these projects shall <br />be provided from fuel tax revenues, in excess of what was projected in Ordinance No. 23-18. <br />Public Works Business Manager Kelsey Kalua-Lewis was present and provided background on this <br />matter. <br />Committee Member Ashley L. Kierkiewicz asked why the department has taken this long to realize <br />this excess fuel tax revenue. Ms. Kalua-Lewis replied that ideally the department would come before <br />the Council earlier in the fiscal year but due to other projects they were unable to do that. <br />Committee Member Rebecca Villegas spoke in support of these funds and asked how she could <br />propose a road in her district as a road project.
