REQUEST: <br /> The County seeks approval to enter into an agreement with the U.S. Department of Transportation's <br /> Federal Highway Administration Office of Safety to receive$3.6 million for the Smart Intersection <br /> Demonstration Project. This project aims to install,test, and analyze smart intersection solutions at five <br /> high-risk intersections in Hilo, particularly near public schools. The goal is to enhance safety by using <br /> artificial intelligence (Al) and video analytics to monitor and improve intersection behavior. The total <br /> project cost is estimated at$4.2 million, with $3.6 million funded by a federal grant and $840,000 <br /> provided by the Hawaii Department of Transportation as the local cost share. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The purpose of the Smart Intersection Demonstration Project is to implement and evaluate Al-driven traffic solutions that improve road safety and reduce <br /> accidents at high-risk intersections.The project also includes a STEM education component,where students from local schools will be engaged and taught how <br /> Al and video analytics contribute to traffic safety.The County will install,test,and evaluate smart intersection technology in three key phases: <br /> Data Analytics:Implementation of diagnostic tools to gather and analyze traffic data,using Al to Identify patterns and predict risky behavior. <br /> infrastructure Solutions:Installation of safety enhancements such as LED walkway lights,variable message boards,and flexible sensor systems. <br /> Wireless Network Integration:Establishment of a private 5G or alternative wireless network,enabling real-time communication between sensors,cameras,and <br /> central systems for data processing and behavioral prediction. <br /> This project also includes system integration,full-scale service launch,and live demonstrations to showcase the impact of smart intersections on public safety. <br /> Data Collection and Evaluation:Final data analysis will occur approximately six months after all equipment is installed.Evaluation will focus on the effectiveness <br /> of the technologies and educational outcomes, <br /> Community Engagement:Outreach efforts will include working with local schools to deliver a tailored curriculum that raises student awareness and fosters <br /> understanding of smart technology applications in public safety. <br /> Project's Proposed Milestone Schedule: <br /> Planned NEPA Completion Date: August 31,2025 <br /> Planned Construction Start Date: September 1,2025 <br /> Planned Evaluation Period End Date: November 30,2026 <br /> Planned SS4A Final Report Date: May 31,2027 <br /> SIGNED: - --__ DATE: <br /> Department 5/13/25 <br /> Headad <br />
