Actions <br />2.a Review and update the County grading and grubbing ordinances to ensure that they adequately <br />address potential erosion and runoff problems. <br />2.b Adopt appropriate measures and provide incentives to control point and non -point sources of <br />pollution. <br />2.c Identify and establish appropriate riparian buffer protection areas around streams, ponds, <br />perennial flowing natural springs, and all springs and reservoirs serving as water supplies. <br />2.d Support research to identify and refine priority watershed areas meant to enhance groundwater <br />recharge and improve surface water quantity and flows. <br />2.e Identify and establish appropriate wetland protection areas and regulations to mitigate impacts of <br />development. <br />2.f Partner with and support land managers to improve infrastructure and grazing management <br />practices for cattle and other livestock to promote soil and groundwater retention and mitigate <br />fire risk. <br />2.g Amend the Special Management Area (SMA) to include wetlands, riparian, and adjacent buffer <br />areas accordingly. <br />2.h Build community capacity and agency support for Community Conservation Areas (CCAs) as part <br />of stewardship -based efforts. <br />1 <br />Objective 3 <br />Increase direct community restoration and collaborative efforts to conserve and <br />nourish the island's biocultural resources. <br />Policies <br />3.1 Encourage an overall conservation ethic in the use of Hawai`i's resources by protecting, preserving, <br />and conserving critical and significant natural resources. <br />3.2 Foster educational activities that promote the importance and value of Hawai`i's unique and limited <br />environmental resources. <br />3.3 Integrate progressive strategies incorporating indigenous and contemporary knowledge and <br />practices to maintain environmental quality at the highest standards, address a changing climate, <br />protect natural resources, and restore ecosystem health for the benefit of present and future <br />generations. <br />3.4 Promote and protect traditional exercised rights and customs of Native Hawaiians. <br />3.5 Promote resource management that is sustainable, responsible, and data driven. <br />2.0 Collaborative Biocultural Stewardship I County of Hawaii General Plan 45 <br />
