There is a common need to improve <br />the planning process across the State of Hawaii. <br />This includes increasing the effectiveness of <br />government and private actions, improving <br />coordination among various agencies and levels of <br />government, and providing guidance for the use of <br />our precious natural and cultural resources. for <br />sustainable development that balances <br />environmental, social, and economic goals.
