8.3 Collaborate with government, private and nonprofit agencies, communities, and other <br />stakeholders to monitor impacts that may be specific to Hawaii County due to its unique exposure <br />to climate change and sea level rise impacts. <br />8w4 Improve assessments of climate change threats and potential consequences to determine specific <br />geographic areas impacted and projected financial cost. <br />Assessment of consequences <br />8e5 Climate change adaptation strategies shall be considered in County budgetary, land use, water <br />stewardship, fire mitigation, and other decision -making processes. <br />8w6 Implement sea level rise planning and policies for public infrastructure projects and other projects <br />with a low tolerance for risk. <br />8e7 Prioritize the preservation and restoration of natural landscape features, such as reefs, beaches <br />and dunes, forests, rangelands, streams, floodplains, wetlands, and aquifer recharge areas that <br />have the inherent capacity to prevent, minimize, or mitigate the impacts of climate change. <br />Evaluation of adaptation <br />8e8 Develop adaptation strategies (e.g.., protection, accommodation, managed retreat, and <br />preservation) for capital improvements to ensure that the project's useful life and service <br />expectations can be met in the face of projected climate change impacts. <br />809 Design and maintain infrastructure, including roads, buildings, and stream crossings, to <br />accommodate increases in flooding and geologic hazards such as landslides. <br />8.10 Partner with communities to develop adaptation strategies (e.g., protection, accommodation, <br />managed retreat., and preservation) for vulnerable areas including conducting vulnerability <br />assessments and assessing land use and land availability. <br />8.11 Partner with government (e.g., State Office of Planning and Sustainable Development [OPSD]), <br />private and nonprofit agencies, communities, and other stakeholders to analyze conservation <br />buffers to accommodate shifting native habitats impacted by climate change, particularly wetlands <br />and high -elevation forests. <br />8.12 County departments should integrate economic development,, equity, and sustainability <br />outcomes into their annual goals and reports to the Mayor. <br />Actions <br />8.a Conduct detailed vulnerability mapping of existing and planned infrastructure. <br />80b Support and partner with government,, private and nonprofit agencies, communities, and other <br />stakeholders on research for adaptive policies and technology that increase resilience. <br />8.c Incorporate appropriate green building or climate -resilient specifications into competitive bids. <br />86d Adopt a land acquisition program with potential leaseback options for the purchase of hazard - <br />prone locations or those with beneficial attributes for climate adaptation and mitigation. <br />8.e Collaborate with government, private and nonprofit agencies, communities, and other <br />stakeholders to implement environmentally beneficial upgrades for wastewater, irrigation, and/or <br />landscaping, including sea level rise, storm, and other climate change considerations. <br />3.0 Addressing Climate Change for Island -Wide Health I County of Hawaii General Plan <br />71 <br />
