Project End Date
11/29/2025
43. Please select all areas of Hawai'i Island where the project will be administered, delivered, and implemented.
South Hilo
44. Please select the district of the Council Member from which you would like to apply for Contingency Relief
Funds.
Council District 1
* 45. In 2,000 characters or less, describe the project.
The annual Downtown Hilo Christmas Lights Parade has been a long-standing holiday tradition held in Downtown Hilo for
many years. The parade will be held at 6:00 p.m. on November 29, 2025. The parade event brings together an array of
local community schools, churches, businesses, organizations and the like to express their gratitude, sense of joy, and
appreciation during the holiday season.
*46. 501(c)(3) Mission Statement
The Big Island Lions Foundation is comprised of four East Hawai'i Lions Clubs (Hilo, Waiakea, Hilo Crescent City, and Akaka
Falls Lions Clubs), with a mission to improve health and well-being, strengthen communities, support those in need
through humanitarian services and grants that impact lives globally, and encourage peace and international understanding.
*47. In 1,000 characters or less, explain how the 501(c)(3) is connected to the project.
Although this parade has been a staple in Hilo town for many years, the Big Island Lions Foundation's involvement in
organizing this event began in 2022. The foundation is excited to organize this highly anticipated event once again and
looks forward to many more years of doing so.
*48. Please upload a completed CRF Grant Budget Form.
BUDGET25.xlsx
Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.
49. According to §2-136, "public purpose" is defined as a benefit to, improvement of, or promotion of the
interests in the following areas. Please select all the public benefits to be derived from your County fund
request:
Culture and the arts
*
50. In 2,000 characters or less, describe the measurable outcomes you aim to achieve with these funds.
The outcomes of this project include providing a safe and enjoyable experience for the community while preventing traffic
or public safety incidents. The event will foster broad community participation, with schools, businesses, churches, and
civic groups all contributing entries to the parade. Beyond safety and participation, the parade strengthens community
pride and holiday spirit, offering a space where local talent, artistry, and cultural expression are celebrated. The event also
contributes to the vibrancy of Downtown Hilo by bringing people together to the town center and supporting local
businesses during the holiday season. Together, these outcomes highlight the parade's role as both a cultural tradition and
a source of social and economic benefit for the community.
