No. 501Bill No. 84 <br />Your Policy Committee on Public Works and Mass Transit, to which was referred Bill No. 84, <br />reports as follows: <br />Bill No. 84, transmitted by Acting Director of Public Works Neil A. Azevedo, via <br />Communication No. 501, dated August 27, 2025, amends Chapter 24, Article 10, Division 7, <br />Section 24-292, Schedule 40, of the Hawaii County Code 1983 (2016 Edition, as amended), <br />relating to parking meter zones. <br />Bill 84 repeals the listing in subsection (c) relating to the eight -hour parking meter zone at the <br />Aupuni Center parking lot. <br />Committee Chairperson James E. Hustace invited Director Azevedo to present to the Committee. <br />Director Azevedo stated that the request will affect 38 stalls in the Aupuni Center parking lot <br />fronting Kilauea Avenue. One reason for the request is to shift parking stalls for Countyvehicles. <br />By parking County vehicles in these stalls, they are further upland, and the department staff will <br />not have to move vehicles during tsunami evacuations. The bill will also address the long waitlist <br />for employee parking spaces. To assist with these changes, the Department will restripe the <br />Aupuni Center parking lot in different colors to differentiate between public, employee, and <br />County vehicle parking stalls. <br />Committee Member Matt Kaneali`i-Kleinfelder questioned where the numerous County vehicles <br />on site will be relocated. Director Azevedo stated that vehicles were moved into the stalls <br />fronting Kilauea Avenue, and inoperable vehicles were towed to the Automotive Division for <br />assessment. <br />Committee Member Jenn Kagiwada raised a concern over the disposition of the parking meters <br />currently in place. In the past, projects have removed and reinstalled parking meters. Member <br />Kagiwada suggested partnering with a children's art program to create a design for the parking <br />meters. Director Azevedo said that in the interim, the meters will be bagged and covered. <br />PCPWMT Report No. 7 <br />
