No. 547/Res. No. 345-25 Your Committee on Governmental Operations and External Affairs, to which was referred Resolution No. 345-25, reports as follows: Resolution No. 345-25, transmitted by Fire Chief Kazuo S. K. L. Todd via Communication No. 547, dated September 19, 2025, authorizes the Mayor to enter into an intergovernmental agreement with the State of Hawaii, Department of Land and Natural Resources, Division of Forestry and Wildlife, for mutual aid and public safety coordination. Resolution No. 345-25 authorizes the Hawaii Fire Department to enter into a mutual aid agreement with the Department of Land and Natural Resources, Division of Forestry and Wildlife, to establish clear working protocols for resource sharing, unified command structures, and coordinated responses in the event of wildfires that exceed either department's individual capacity. Fire Chief Kazuo S. K. L. Todd was present in the Hilo Chambers to answer questions and stated that they needed to update this standing mutual aid agreement to allow their organizations to cooperate on training efforts. Your Committee on Governmental Operations and External Affairs is in accord with the purpose and intent of Resolution No. 345-25, and recommends its adoption.
