"-tV �F h <br />COUNTY OF HAWAII STATE OF HAWAII <br />or 0 <br />RESOLUTION NO. <br />A RESOLUTION TO APPOINT THE COUNTY AUDITOR PURSUANT TO SECTION <br />3-18 OF THE CHARTER OF THE COUNTY OF HAWAI'I (2024 EDITION). <br />WHEREAS, Section 3-18(a) of the Charter of the County of Hawaii (2024 Edition) <br />(hereinafter the "Charter") provides in part that there shall be a "county auditor who shall be <br />appointed by the county council and shall serve for a period of six years, and thereafter, until a <br />successor is appointed."; and <br />WHEREAS, Mr. Tyler Benner served honorably as County Auditor for the County of <br />Hawaii from July 1, 2021, until his date of resignation (July 25, 2025); and <br />WHEREAS, Section 3-18(b) of the Charter provides in part that the "county auditor <br />shall possess adequate professional proficiency for the office demonstrated by relevant <br />certification, such as certification as a certified internal auditor or certified public accountant or <br />an advanced degree in a relevant field, and at least three years of general auditing experience <br />which shall include a minimum of one year's experience in the field of government auditing. A <br />certified internal auditor or certified public accountant shall be preferred."; and <br />WHEREAS, during its July 8, 2025, meeting, the Committee on Governmental <br />Operations and External Affairs established, per Communication No. 358, an ad hoe committee <br />comprised of Council Chair Holeka Goro Inaba, Council Member James Hustace, and Council <br />Member Ashley Kierkiewicz to "review and evaluate applications, conduct interviews, and score <br />applicants in order to identify a shortlist of qualified candidates for the position of County <br />Auditor" and "select finalists from the shortlist for interviews and a final decision by the full <br />Council"; and <br />WHEREAS, the ad hoc committee interviewed four eligible candidates on September <br />19,2025;and <br />WHEREAS, two candidates advanced to a second round of interviews, which included <br />an in -person presentation followed by a question -and -answer session; and <br />WHEREAS, of the two candidates who advanced to the second round, one was invited <br />for a follow-up interview on October 8, 2025, allowing the ad hoc committee to gain additional <br />insight into the candidate's qualifications and approach to auditing; and <br />WHEREAS, based on the two rounds of interviews and the follow-up discussion, the ad <br />hoc committee reported its recommendation to the County Council; now, therefore, <br />
