REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: November 4, 2025 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 1:00 P.M. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 587Bill No. 100 <br />Your Committee on Finance, to which was referred Bill No. 100, reports as follows: <br />Bill No. 100, transmitted by Mayor C. Kimo Alameda via Communication No. 587, dated <br />October 16, 2025, amends Ordinance No. 25-45, as amended, the Operating Budget of the County <br />of Hawaii for the fiscal year ending June 30, 2026. <br />This bill appropriates revenues in the State Grants — SS4A-County of Hawaii Smart and Safe <br />Intersection Demonstration Project account ($840,000); and appropriates the same to the SS4A-County <br />of Hawaii Smart and Safe Intersection Demonstration Project account. <br />Public Works Business Manager Kelsey Kalua-Lewis was present and provided a brief overview of <br />this project. Deputy Finance Director Malia Kekai was also present. <br />Committee Member Jenn Kagiwada asked why this bill was before the Council again. Ms. Kekai <br />confirmed that the Committee had previously approved this matter.
