1 <br />7. <br />Providing a mechanism for concluding the operations of <br />2 <br />the Commission and the equitable disposition of any <br />3 <br />surplus funds that may exist after the termination of <br />4 <br />the Compact after the payment and/or reserving of all of <br />5 <br />its debts and obligations; <br />6 <br />8. <br />The Commission shall publish its Bylaws in a convenient <br />7 <br />form and file a copy thereof and a copy of any amendment <br />a <br />thereto, with the appropriate agency or officer in each <br />9 <br />of the Compact States; <br />10 <br />9. <br />The Commission shall maintain its financial records in <br />11 <br />accordance with the Bylaws; and <br />12 <br />10. <br />The Commission shall meet and take such actions as are <br />13 <br />consistent with the provisions of this Compact and the <br />14 <br />Bylaws. <br />is <br />D. <br />The Commission shall have the following powers: <br />16 <br />1. <br />The authority to promulgate uniform rules to facilitate <br />17 <br />and coordinate implementation and administration of this <br />is <br />Compact. The rule shall have the force and effect of <br />19 <br />law and shall be binding in all Compact States; <br />20 <br />2. <br />To bring and prosecute legal proceedings or actions in <br />21 <br />the name of the Commission, provided that the standing <br />22 <br />of any State Psychology Regulatory Authority or other <br />25-068d <br />
