The manner in which interested persons may submit <br />4 notice to the Commission of their intention to attend <br />5 the public hearing and any written comments. <br />6 F. Prior to adoption of a proposed rule, the Commission <br />7 shall allow persons to submit written data, facts, opinions and <br />8 arguments, which shall be made available to the public. <br />9 G. The Commission shall grant an opportunity for a public <br />10 hearing before it adopts a rule or amendment if a hearing is <br />11 requested by: <br />12 1. At least twenty-five (25) persons who submit comments <br />13 independently of each other; <br />14 2. A governmental subdivision or agency; or <br />is 3. A duly appointed person in an association that has at <br />16 least twenty-five (25) members. <br />17 H. If a hearing is held on the proposed rule or amendment, <br />18 the Commission shall publish the place, time, and date of the <br />19 scheduled public hearing. <br />20 1. All persons wishing to be heard at the hearing shall <br />21 notify the Executive Director of the Commission or other <br />22 designated member in writing of their desire to appear <br />
