Page'o <br />I and testify at the hearing not less than five (5) <br />2 business days before the scheduled date of the hearing; <br />3 2. Hearings shall be conducted in a manner providing each <br />4 person who wishes to comment a fair and reasonable <br />5 opportunity to comment orally or in writing; <br />6 3. No transcript of the hearing is required, unless a <br />7 written request for a transcript is made, in which case <br />a the person requesting the transcript shall bear the cost <br />9 of producing the transcript. A recording may be made in <br />10 lieu of a transcript under the same terms and conditions <br />it as a transcript. This subsection shall not preclude the <br />12 Commission from making a transcript or recording of the <br />13 hearing if it so chooses; and <br />14 4. Nothing in this section shall be construed as requiring <br />15 a separate hearing on each rule. Rules may be grouped <br />16 for the convenience of the Commission at hearings <br />17 required by this section. <br />is I.
