Page 48 <br />1 <br />1. <br />The Executive, Legislative and Judicial branches of <br />2 <br />state government in each Compact State shall enforce <br />3 <br />this Compact and take all actions necessary and <br />4 <br />appropriate to effectuate the Compact's purposes and <br />5 <br />intent. The provisions of this Compact and the rules <br />6 <br />promulgated hereunder shall have standing as statutory <br />7 <br />law; <br />8 <br />2. <br />All courts shall take judicial notice of the Compact <br />9 <br />and the rules in any judicial or administrative <br />10 <br />proceeding in a Compact State pertaining to the subject <br />11 <br />matter of this Compact which may affect the powers, <br />12 <br />responsibilities or actions of the Commission; and <br />13 <br />3. <br />The Commission shall be entitled to receive service of <br />14 <br />process in any such proceeding, and shall have standing <br />is <br />to intervene in such a proceeding for all <br />16 <br />purposes. Failure to provide service of process to the <br />17 <br />Commission shall render a judgment or order void as to <br />is <br />the Commission, this Compact or promulgated rules. <br />19 <br />B. <br />Default, Technical Assistance, and Termination: <br />20 <br />1. <br />If the Commission determines that a Compact State has <br />21 <br />defaulted in the performance of its obligations or <br />25-068d <br />
