The Compact shall come into effect on the date on which <br />6 the Compact is enacted into law in the seventh Compact State. <br />7 The provisions which become effective at that time shall be <br />8 limited to the powers granted to the Commission relating to <br />9 assembly and the promulgation of rules. Thereafter, the <br />10 Commission shall meet and exercise rulemaking powers necessary <br />11 to the implementation and administration of the Compact. <br />12 B. Any state which joins the Compact subsequent to the <br />13 Commission's initial adoption of the rules shall be subject to <br />14 the rules as they exist on the date on which the Compact becomes <br />1S law in that state. Any rule which has been previously adopted <br />16 by the Commission shall have the full force and effect of law on <br />17 the day the Compact becomes law in that state. <br />is C. Any Compact State may withdraw from this Compact by <br />19 enacting a statute repealing the same. <br />20 1. A Compact State's withdrawal shall not take effect <br />21 until six (6) months after enactment of the repealing <br />22 statute; and <br />25-068d <br />
