Hawaii County Council-25 October 22,2025
MR. ONISHL I'm just asking for your support. And because this is only the first
reading, we don't have to suspend any rules. So we can go to the second
(reading) with Draft 2. Just asking for your support. Thank you.
CHR. INABA: Thank you. Mahalo, Mr. Tyler, for being here as well to speak on
behalf of the `ohana. All those in favor of approving Bill 85 at first reading,
please say "aye." Oh, sorry, Council Member Villegas, go ahead.
MS. VILLEGAS: Did I miss the presentation of Communication 502.2?
CHR. INABA: (Communication) 502.2 was discussed by Vice Chair Onishi, and
that's just the map that is the overlay there.
MS. VILLEGAS: Okay, great. I just want to say a word of gratitude to prior
Council Member Curtis Tyler and longtime friend, historian, lineal descendant to
this area for your continued vigilance and caring of not only the privilege but the
burden of ensuring that the iwi of your ancestors are treated with respect and are
cared for in the space in which they're lying in perpetuity. And thank you to
Council Member Onishi for bringing this forward, recognizing it. And I
appreciated hearing that those purchases happened back when you were serving.
So that makes—all the connections are there. So thank you so much as this
resides in my district and is a place I hold close to my heart as for its protection in
perpetuity. So I yield.
MR. TYLER: (Inaudible.) Mahalo.
CHR. INABA: Thank you, Council Member Villegas. All those in favor of
approving Bill 85, as amended, at first reading please say "aye."
Vote on Bill 85: The motion to pass Bill 85, as amended to Draft 2, on first
Draft 2 reading and adopt Policy Committee on Health, Safety, and
(Approved) Well-being Committee Report No. 5 was carried by the
following voice vote:
Ayes: Council Members Galimba, Hustace, Kagiwada,
Kaneali`i-Kleinfelder, Kierkiewicz, Kimball,
Onishi, Villegas, and Chair Inaba—9.
Noes: None.
Absent: None.
Excused: None.
Return to Order The Chair directed the Council to return to the order of business.
of Business:
Page 29
