Chung
Chair, Committee on Finance
Hawaii County Council
25 Aupuni Street
Hilo, Hawaii 96720
Dear Councilman Chung:
Re: Communication No. 172.01,
Bill No. 51--Real Property Code Revisions
This is in response to your letter of April 18, 1997 asking
whether this office would approve as to form and legality a bill
showing County Code amendments in Ramseyer format, with no blank
space between the bracketed deletion and underlined addition.
The answer is yes. While a space between Ramseyered deletions
and additions seems to ease reading, we would not consider
omission of the intervening space a defect of form or legality
such that we would reject the bill.
Your staff also asked whether the legislative history
should be included in the bill. Since the legislative history
is not part of the ordinance itself, and the usual practice is
to leave it out, we recommend following the usual practice.
Please call if you need further assistance.
Sincerely,
RICHARD D.
