REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: December 16, 2025 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawaii <br />TIME: 10:01 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 651 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 651, reports as follows: <br />Communication No. 651, transmitted by Mayor C. Kimo Alameda, dated November 25, 2025, <br />requests the Council's review and confirmation of the nomination of Shane Akoni Palacat-Nelsen <br />to the Kona Community Development Plan Action Committee. <br />Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce <br />Mr. Palacat-Nelson, who was present via remote technology. <br />Committee Members Rebecca Villegas and Michelle M. Galimba spoke in favor of the <br />appointment. <br />Committee Chair Jenn Kagiwada asked Mr. Palacat-Nelson specifically what he was interested in <br />working on while serving in this role. Mr. Palacat-Nelson said he was interested in the impacts, <br />both negative and positive, on developing more rural areas. Additionally, he mentioned technology <br />and socio-economic changes and economic diversification.
