COUNTY OF HAWAII <br />STATE OF HAWAI`I <br />RESOLUTION NO. 475 26 <br />A RESOLUTION AUTHORIZING AND DIRECTING THE DIRECTOR OF FINANCE <br />TO NEGOTIATE THE DISPOSITION OF CERTAIN REAL PROPERTY BY LEASE <br />TO NONPROFIT ORGANIZATIONS FOR PERMANENT HOUSING PURPOSES. <br />WHEREAS, Section 2-120(a)(3) of the Hawaii County Code 1983 (2016 Edition, as <br />amended) (hereinafter the "Code") provides that the Council may, by resolution, direct the <br />Director of Finance to negotiate the disposition of real property by leasing it to governments, <br />governmental agencies, nonprofit organizations, or affordable housing developers at such rentals <br />and on such terms and conditions as deemed proper; and <br />WHEREAS, the Office of Housing and Community Development (hereinafter "OHCD") <br />recently acquired seven residential properties (hereinafter the "Properties") identified in Exhibit <br />A, a copy of which is attached hereto and incorporated herein by reference, using Emergency <br />Rental Assistance 2 Program funds; and <br />WHEREAS, on November 5, 2025, OHCD issued a Request for Proposals for the <br />leasehold operation and rental of each of the seven residential properties as long-term permanent <br />housing for underserved populations who face significant barriers to secure, safe, and affordable <br />housing; and <br />WHEREAS, upon reviewing all responsive proposals, OHCD wishes to enter into lease <br />agreements for the Properties with the nonprofit organizations as identified in Exhibit A; and <br />WHEREAS, the Properties will be used to provide long-term permanent housing with a <br />minimum lease term of six months for tenants and qualifying households with very low income, <br />meaning income levels at or below fifty percent of the area median income; and <br />WHEREAS, the annual rent for these leases will be $10.00; and <br />WHEREAS, the proposed initial lease term is from April 1, 2026, through March 31, <br />2027, with four one-year options to renew; and <br />
