EXHIBIT A ? <br />Kilauea Recovery Grant Program Year 3 <br />January 2026 <br />CAPITAL IMPROVEMENTS <br />Organization and Project <br />Project Description <br />Grant <br />Amount <br />Malama O Puna <br />Project will restore approximately six miles <br />$500,000.00 <br />of privately maintained roads in the <br />Vacationland Road <br />Vacationland subdivision destroyed by the <br />Restoration <br />2018 Kilauea eruption. It will reestablish safe <br />vehicle access to remaining private parcels, <br />enabling landowners' return, compliance <br />with permits, and the long-term rebuilding of <br />a displaced community. <br />Hawai`i's Volcano Circus <br />Project will restore the SPACE Center for <br />$500,000.00 <br />Education, the only K-6 campus serving <br />Post -Kilauea Eruption <br />Lower Puna. The project will repair eruption - <br />Restoration of SPACE <br />damaged roofs, restore teacher facilities, <br />improve drainage, and rebuild playground <br />and outdoor learning spaces, ensuring safe, <br />resilient education for over 300 students and <br />community members. <br />Puna Rising Ohana <br />Project will restore a 3,000-foot section of <br />$500,000.00 <br />Kahukai Boulevard in Leilani Estates, <br />Leilani Road Restoration <br />destroyed by the 2018 lava flow. Rebuilding <br />this road will reestablish vital access for <br />residents, emergency services, schools, and <br />businesses, enhancing community <br />connectivity, infrastructure resilience, and <br />long-term recovery for lower Puna. <br />Ho`oulu Lahui <br />Project will complete subdivision and <br />$475,000.00 <br />acquisition of five acres at Nani Mau <br />Noho Pa`a — Subdivision <br />Gardens for Ho`oulu Lilhui and Kua O Ka La <br />Phase of Campus Site <br />Charter School, relocated after the 2018 <br />Acquisition <br />Kilauea eruption. Funds address utility <br />decoupling, water and electrical upgrades, <br />permits, and title transfer. <br />Arts and Sciences Center <br />Project will include grading, site preparation, <br />$434,000.00 <br />septic installation, roadways, and wildfire <br />ASC Campus Expansion <br />mitigation for future construction. This is part <br />Grading and Site Preparation <br />of the planning to consolidate HAAS Public <br />Charter School elementary campuses and <br />build a new high school on a 24-acre Pahoa <br />site, creating a community learning campus. <br />
