EXHIBIT A C <br />Kilauea Recovery Grant Program Year 3 <br />January 2026 <br />Pahoa Lava Zone Museum <br />Project will complete construction of <br />$32,000.00 <br />privately maintained access roads in the <br />Malama Road Restoration <br />Malama Ki area by finishing gravel <br />installation on a one -mile section delayed by <br />rising costs and road access constraints. <br />Sub -Total of Awards for Capital Improvements <br />$3,207,044.00 <br />ECONOMIC REVITALIZATION <br />Organization and Project <br />Project Description <br />Grant <br />Amount <br />O Maku`u Ke Kahua <br />Project will enhance food security, <br />$400,000.00 <br />Community Center <br />agricultural education, and infrastructure at <br />the Maku`u Farmers Market and Community <br />O Maku`u Mala & Farm to <br />Center in Pahoa. The project offers kalo <br />Market Program <br />workshops, farm -to -market training, and <br />facility improvements, supporting resilient <br />local agriculture, economic stability, and <br />long-term community recovery in Puna. <br />SHAC Foundation <br />Project will expand a workforce -development <br />$376,373.00 <br />program rebuilding Lower Puna's orchid <br />Orchid Floriculture <br />industry and launching new nursery services. <br />Workforce Development <br />The project trains apprentices and interns, <br />addresses agricultural labor shortages, <br />supports entrepreneurship, and creates a <br />replicable model for Hawai`i's floriculture <br />and agriculture sectors. <br />Neighborhood Place of Puna <br />Project will serve ages 14-25 in Lower Puna <br />$352,007.00 <br />five days a week, providing workforce <br />Puna `Opio Hub <br />development, college and career guidance, <br />resource navigation, and life skills. Through <br />cultural and 'aina-based learning, the Hub <br />prepares youth for employment, education, <br />and long-term economic resilience. <br />Kupu <br />Project will provide young adults with paid, <br />$300,000.00 <br />hands-on training in conservation, cultural <br />Kupu `Aina Corps <br />resource management, and community <br />resilience. Participants support Puna <br />nonprofits impacted by the 2018 lava flow <br />through habitat restoration, agricultural and <br />cultural projects, gaining workforce skills, <br />professional development, and career <br />pathways while strengthening local <br />organizational capacity. <br />3 <br />
