To ensure the largest project in County history is delivered on time, within budget,
and to the highest quality standards, Department of Environmental Management (DEM) is
requesting the approval of a multi -year Construction Management (CM) contract agreement.
While our in-house staff are highly capable, a project of this magnitude requires a dedicated, full-
time, and highly specialized team to mitigate financial risk and ensure regulatory compliance.
CONSTRUCTION MANAGEMENT (CM) ROLE
The CM is the County's dedicated representative, advocate, and "boots on the ground" for a
building project. While the Design Engineer draws the blueprints and the Construction Contractor
provides the labor and materials to build it, the CM is the independent third party hired to ensure
the contractor builds it exactly as designed, on time, and on budget.
Scope of Services:
Daily Operations (Lump Sum):
Hawaii County is an Equal Opportunity Provider and Employer
