Validate contractor's <br />payment requests and vet change orders. <br />o Quality Assurance & Inspection: Inspect the contractor's daily work to ensure it <br />matches the design specifications. If work is defective or non -compliant, the CM <br />identifies it and directs the contractor to fix it. <br />o Coordination: Liaison between the County, the Design Engineer, and the <br />Construction Contractor and ensuring no disruptions to plant's daily operations. <br />o Document Management: Administers a software platform to track every <br />submittal, RFI, permit, and email over the next six years. <br />o Materials Management: Oversee receipt, storage, and tracking of all project <br />equipment and materials arriving on site. <br />• Specialized Inspection (Time & Materials): On -demand access to experts (Structural, <br />Geotechnical, SCADA/Controls) billed when technical verification is required. <br />• Project Closeout: Identify final deficiencies before final payment, securing warranties, <br />and coordinating the "As -Built" drawings, O&M manuals and staff training. <br />STRATEGIC JUSTIFICATION <br />1. Capacity and Legal Mandates: DEM staff are operating at max capacity managing multiple <br />legally mandated projects. Diverting our existing team to provide the necessary 40-hour- <br />a-week oversight for the Hilo WWTP would present a risk of regulatory non-compliance <br />across multiple facilities. <br />2. Fiscally Responsible Staffing: The W WTP upgrade will require daily oversightfor sixyears. <br />Absorbing this workload in-house would require hiring a temporary team of managers, <br />cost estimators, and specialized quality assurance inspectors. The CM contract allows the <br />County to pay only for the specialized staff we need when we need them. <br />3. Defense Against Cost Overruns and Change Orders: On a $337M project, the <br />construction contractor will inevitably submit claims for delays or change orders. The <br />CM's contractual duty is to review all change proposals, validate monthly progress <br />payments, and defend the County against unjustified costs. <br />4. On -Demand Technical Specialization: Standard oversight is insufficient for a complex <br />wastewater facility. The proposed contract includes specialized time -and -materials <br />
