ELEMENT 1. IMPLEMENTATION. <br />Article 1. General. <br />Section 1-1-1. Findings and purpose. <br />The General Plan is the County's primary policy document for guiding growth, public <br />investment, and service delivery. Its effectiveness depends not only on the strength of its <br />individual elements, but on how consistently it is applied across County departments, programs, <br />and decision -making processes. <br />Implementation of the plan is a shared responsibility. County departments, agencies, <br />leadership, and partners all play a role in carrying out its policies through budgeting, capital <br />improvements, permitting, service delivery, and program development. Coordination, clear <br />policies, and follow-through are essential to achieving the Plan's intent. <br />The General Plan is also a public document. County services and decision -making <br />processes should be carried out in a manner that is accessible, transparent, and responsive, <br />allowing residents to understand how decisions are made and how public investments advance <br />adopted priorities. <br />This element establishes the administrative, financial, and procedural mechanisms used to <br />apply, monitor, and periodically update the General Plan in a disciplined and accountable <br />manner. It also consolidates crosscutting implementation responsibilities that apply across <br />multiple elements, including requirements for asset inventories, performance monitoring, and <br />community engagement. <br />Section 1-1-2. Goal. <br />Ensure that County actions, investments, and decisions are guided by this General Plan <br />through coordinated administration, responsible financing, meaningful community engagement, <br />ongoing monitoring, and clear accountability. <br />Article 2. Administration and Coordination. <br />Section 1-2-1. Policies. <br />(1) General Plan alignment is a shared responsibility across all County departments. All <br />County departments should work collaboratively to implement the policies of this General <br />Plan when developing programs, reviewing projects, preparing budgets, and delivering <br />services. <br />
