(2) Coordination improves outcomes and avoids unnecessary conflict or duplication. <br />Interdepartmental coordination should occur early in planning, project development, and <br />policy formulation to identify conflicts, align expectations, avoid duplication, and improve <br />outcomes. <br />(3) Day-to-day operations should reinforce long-term County priorities. Departmental <br />programs, regulations, procedures, and work plans should align with the goals and <br />priorities of this General Plan. <br />(4) The County's goals cannot be achieved by County government alone. The County <br />should coordinate with State, federal, nonprofit, and community partners to advance shared <br />objectives and leverage resources in support of General Plan priorities. <br />(5) Public services should work for residents regardless of which department delivers <br />them. Public services should be delivered in a manner that is efficient, accessible, and <br />responsive to community needs; with attention to consistency across departments. <br />(6) Planning for services must reflect where people live and how communities are <br />changing. County operations, services, and planning efforts should align with projected <br />population growth, land use patterns, and service demand identified in this General Plan. <br />(7) Clear leadership direction is necessary when responsibilities or priorities overlap. <br />County leadership should provide guidance and direction to support cross -departmental <br />coordination and ensure that implementation of this General Plan remains consistent when <br />departmental priorities, policies, or responsibilities conflict. <br />Section 1-2-2. Actions. <br />(a) Regular self -assessment helps ensure the Plan is actively used, not overlooked. All <br />County departments shall periodically review their programs, procedures, and operations to <br />assess consistency, ensure alignment with the goals and policies of this General Plan, and <br />make adjustments as necessary. <br />(b) Coordinated review supports informed decision -making on major initiatives. The <br />planning department shall coordinate interdepartmental review of major development <br />projects, capital investments, and policy initiatives to support General Plan alignment. <br />(c) Projects involving shared authority benefit from early and ongoing coordination. <br />County departments shall coordinate with State and federal agencies on projects involving <br />shared jurisdiction, regulatory authority, or funding to ensure consistency with General <br />Plan priorities. <br />(d) Digital systems are essential tools for coordination and public access. The department <br />of information technology shall continue to expand and improve digital systems and online <br />services that support interdepartmental coordination and to improve public access to <br />County information and services. <br />(e) Shared data supports better decisions and accountability. County departments shall <br />share relevant data, analysis, and information to support coordinated planning, informed <br />decision -making, and monitoring of outcomes. <br />
