(h) Consistent engagement practices improves the public experience. County departments <br />shall develop and apply consistent community outreach and community engagement <br />practices across departments to improve coordination and public participation. <br />Article 5. Monitoring, Reporting, and Updating. <br />Section 1-5-1. Policies. <br />(1) Regular review helps keep the Plan relevant and effective. The County should regularly <br />evaluate system performance, service levels, capacity trends, infrastructure reliability, and <br />program outcomes to measure progress toward achieving General Plan goals. <br />(2) Reliable data supports informed decision -making. County departments shall collect and <br />maintain performance data necessary to assess infrastructure capacity, service delivery <br />effectiveness, regulatory compliance, and community outcomes. <br />(3) Transparency strengthens public trust and accountability. Implementation of this Plan <br />should be measurable and publicly reported in a manner that allows decision -makers and <br />residents to understand progress and challenges. <br />(4) Monitoring informs course correction. Findings from performance evaluations shall <br />guide capital investment priorities, policy adjustments, regulatory updates, and Plan <br />amendments. <br />(5) Elected officials play a central role in oversight and course correction. Reporting on <br />General Plan implementation shall provide the County Council with information necessary <br />for policy direction and fiscal oversight. <br />(6) Monitoring responsibilities are shared across departments. While the planning <br />department coordinates reporting on General Plan implementation, individual departments <br />are responsible for evaluating the performance of systems and programs within their <br />authority. <br />Section 1-5-2. Actions; general. <br />(a) Periodic reporting keeps implementation visible and accountable. The planning <br />department, in coordination with County departments and agencies, shall prepare periodic <br />reports summarizing progress toward implementation of this General Plan. <br />(b) Evaluation depends on shared and reliable information. County departments shall <br />provide performance data necessary to infrastructure capacity service levels, regulatory <br />compliance, and program outcomes. <br />(c) Clear metrics help the public and decision -makers understand progress. The County <br />shall maintain publicly accessible dashboards, reports, or tools to communicate measurable <br />progress toward General Plan goals. <br />(d) Up-to-date maps and guidance support consistent application. The planning department <br />shall maintain current land use maps and supporting materials to ensure consistent <br />application of the Plan. <br />
