(e) Direct tourism revenues with intention and accountability. The department of research <br />and development and the department of finance shall develop fiscal mechanisms — such as <br />special funds, a grant program, or budgetary allocations — to ensure tourism -generated <br />revenues are used to: <br />(i) Mitigate visitor impacts on infrastructure, housing, and public services; <br />(ii) Maintain and steward heavily visited natural, cultural, and commercial areas; and <br />(iii) Support resident -serving facilities, access, and community well-being. <br />Article 4. Agriculture and Food Systems. <br />Section 2-4-1. Policies. <br />(1) Agricultural land is a critical public resource. It shall remain County policy to protect <br />lands designated as Important Agricultural Lands from development, with priority given to <br />lands actively used or capable of being used for food production and agricultural <br />livelihoods. <br />(2) Agriculture sustains culture, community, and long-term security. The County shall <br />prioritize food security, stewardship of `aina, and expanded access to Hawaii Island grown <br />food for residents while supporting viable agricultural livelihoods. <br />(3) Agriculture should be viable, innovative, and locally rooted. The County supports <br />diversified, value-added, and regenerative agricultural activities that strengthen farm <br />viability, innovation, local incomes, and intergenerational participation. <br />(4) Public support should advance genuine agricultural use. County incentives, grants, tax <br />benefits, and regulatory allowances related to agriculture should be directed to legitimate <br />agricultural operations and outcomes, consistent with the purpose and intent of each <br />program. <br />(5) Water is foundational to agriculture. Reliable and affordable agricultural water systems <br />are essential to long-term viability and drought preparedness. <br />(6) Protecting agriculture requires proactive biosecurity. The County supports coordinated <br />biosecurity prevention, early detection, and mitigation to protect agricultural productivity, <br />food security, and cultural practices. <br />Section 2-4-2. Actions. <br />(a) Align land use regulations with active agriculture. The planning department shall review <br />and update land use designations and regulations to better support active agriculture, <br />including on -farm processing and related activities. <br />(b) Align County agricultural initiatives with General Plan policy. The department of <br />research and development shall align agriculture -related programs to with this General Plan <br />and resident food security priorities. <br />11 <br />
